The Freedom Initiative expresses its grave concern over the January 6 indictment of New York resident Pierre Girgis for allegedly failing to register as a foreign agent of Egypt. We stand in solidarity with all those who may have been impacted by Mr. Girgis alleged activities, as well as in solidarity with all those who feel vulnerable to the Egyptian government’s campaign of transnational repression.
Sadly, activities like those of which Mr. Girgis stands accused are not isolated. Egypt has engaged in a campaign of transnational repression that has targeted human rights defenders, political activists, civil society actors, the families of wrongful detainees, and others, for years. These activities not only violate the rights of their victims, but they have a chilling effect, raising fears that Egypt’s authoritarian reach extends far beyond its own borders.
While we realize that so many in the Arab-American community and among our human rights colleagues have become accustomed to this level of threat, surveillance, and fear of infiltration, we reject the notion that this should be accepted as the norm. We call on our elected officials and policymakers to make clear that the U.S. stands by the individuals and communities who are harmed by transnational repression and holds not only individual actors accountable, but also any government that sanctions this illegal activity.
We are committed to freedom for our communities, colleagues, and victims of rights abuse. The Freedom Initiative recently established a community engagement team to bring Fi’s message of “freedom against all odds” to local communities across the U.S. It is our goal that, with this team, we will be better positioned to better understand the needs and risks that you face at home and work with you to address them within your communities.

تعرب مبادرة الحرية عن قلقها الشديد حيال الاتهامات التي وُجهت أمس الخميس 6 يناير/كانون الثاني 2022 ضد المواطن المصري الأمريكي المقيم في نيويورك بيير جرجس بشأن عدم امتثاله للقوانين المحلية التي تشترط تسجيل نفسه كعميل لدولة أجنبية. إن مبادرة الحرية تعلن عن تضامنها الكامل مع ضحايا السيد جرجس، وكل من يشعر بالتهديد بسبب حملة القمع العابرة للحدود التي تشنها الحكومة المصرية.
مع الأسف، فإن الأنشطة غير القانونية التي يتُهم بها السيد جرجس ليست معزولة عن سياقها. إذ تقود حكومة الرئيس عبدالفتاح السيسي على مدار السنوات الماضية حملة للقمع العابر للحدود تجاه النشطاء السياسيين وموظفي المجتمع المدني والمدافعين عن حقوق الإنسان وحتى أهالي المعتقلين وغيرهم. لا تتعارض هذه الأنشطة مع الحقوق التي يكفلها القانون الأمريكي فحسب، لكنها تعبر عن التعدي الصارخ الذي قامت به الحكومة المصرية والذي يعني أن أذرعها الطويلة قد تطال أي ركن في الولايات المتحدة في أي وقت.
في الوقت الذي ندرك فيه أن الكثيرين في مجتمعاتنا وبين زملائنا قد اعتادوا على هذا المستوى من التهديد والرقابة والخوف من الاختراق، نؤكد أن هذا الوضع ليس طبيعياً، ولا يمكن الصمت حياله، أو التطبيع معه. إننا نناشد ممثلينا المنتخبين وصناع القرار الأمريكيين باتخاذ خطوات صارمة للتأكيد بأن الولايات المتحدة تقف في صف المجموعات المتضررة من هذه الأنشطة وضحايا القمع العابر للحدود، وأن تسعى لمحاسبة هؤلاء العملاء للمحاكمة، وكذلك لفرض عقوبات على الحكومات الراعية لأنشطتهم غير القانونية.
إننا، في مبادرة الحرية، نؤكد على التزامنا بالدفاع عن حرية مجتمعاتنا وزملائنا وضحايا انتهاكات حقوق الانسان. ونؤكد أيضًا أن حريتهم تظل منقوصة حتى الوقت الذي يستطيعون فيه ممارستها بأمان وبلا خوف من الملاحقة والتجسس. وانطلاقاً من هذا الالتزام، فقد أسسنا قسمًا للتواصل المجتمعي، بغرض تحصيل فهم أفضل للمخاطر التي يواجهها المتضررون من أنشطة الحكومات القمعية في مصر والسعودية، والعمل على الحد منها.
