Today marks one year since one of the most consequential days in at least a generation across the Middle East and North Africa. On October 7, 2023, nearly 1,200 people were killed by Hamas and 251 taken hostage, more than 100 of whom remain illegally held in Gaza. It has also been one year since Israel initiated one of the deadliest and most destructive wars in recent history, killing more than 41,000 Palestinians. The vast documentation by Palestinian, Israeli, and international human rights groups of possible war crimes and violations of international humanitarian law has contributed to the International Court of Justice determining that it is plausible Israel has violated “the right of Palestinians in Gaza to be protected from acts of genocide.” The Israeli government has also launched continuous attacks on the occupied West Bank that have killed more than 700 Palestinians, and it is waging a war on Lebanon that has killed more than 2,000 people. 

Shortly after October 7 last year, U.S. President Joe Biden traveled to Israel and warned the Israeli government not to be consumed by rage and make the same mistakes the United States had made after the September 11 attacks—advice even the White House failed to heed. Instead, the administration has enabled Israel’s systematic destruction of Palestinian lives and livelihoods with nearly unconditional support, including obligating $18 billion in military aid, delivering more than 50,000 tons of military equipment, and vetoing UN Security Council resolutions calling for an immediate ceasefire.

After a year of bloodshed, destruction, and instability across the region, the failure of the Biden Administration’s stated policy has never been clearer. It has failed to secure a ceasefire, prevent a regional war, or secure the release of the remaining hostages. It has failed to ensure its Tokyo Principles are upheld, including preserving Gaza’s territory, ending the siege on Gaza, and preventing the forcible displacement of Palestinians. It has failed to uphold and enforce U.S. law, disregarding members of Congress, civil society, and even some administration officials that have credibly argued Israel’s conduct during the war violates U.S. law. And it has failed to advance the larger goals outlined in its National Security Strategy, such as reducing regional tensions, ending conflicts, and promoting regional integration.

President Biden’s policy, however, exemplifies a decades-long failed U.S. approach that involves support for Israel’s nearly 60-year illegal occupation of the Palestinian territories, and support for numerous regional authoritarian regimes, in the name of stability. This has been done in contradiction to U.S. interests and U.S. law that requires presidents to “promote and encourage increased respect for human rights and fundamental freedoms throughout the world.” A wholesale change in U.S. policy to the region is desperately needed, one that genuinely centers democracy and human rights, as this administration initially promised. At a minimum, the Biden administration must immediately stop violating its own arms transfer laws and hold the Netanyahu government accountable for its flagrant disregard of international law and U.S. interests in Gaza and Lebanon. 

 

عام كامل من إراقة الدم: أوقفوا الدعم الأمريكي لحرب إسرائيل على فلسطين ولبنان

يصادف اليوم مرور عام واحد على أحد الأيام التي سيكون لها أكبر التبعات على الأجيال القادمة في منطقة الشرق الأوسط وشمال إفريقيا. ففي السابع من أكتوبر/تشرين الأول 2023، قُتل قرابة 1200 شخص، واختُطف 251 من الرهائن، الذين لا يزال أكثر من 100 منهم قيد الاحتجاز غير القانوني في غزة على يد حركة حماس.

اليوم أيضًا يمر عام كامل منذ أن شنّت إسرائيل واحدة من أكثر الحروب دموية وتدميرًا في التاريخ المعاصر والتي راح ضحيتها أكثر من 41000 فلسطيني حتى الآن.  قدمت منظمات حقوق الإنسان الفلسطينية والإسرائيلية والدولية توثيقات شاملة حول جرائم الحرب المحتملة وانتهاكات القانون الإنساني الدولي التي قامت بها إسرائيل وهو ما أدى إلى أن تقرر محكمة العدل الدولية أن إسرائيل من المحتمل أن تكون قد انتهكت “حق الفلسطينيين في غزة في الحماية من أعمال الإبادة الجماعية”. كذلك شنت الحكومة الإسرائيلية هجمات متواصلة على الضفة الغربية المحتلة أدت لمقتل أكثر من 700 فلسطيني، وتسعّر حربًا على لبنان قتلت فيها أكثر من 2000 شخص.

بعد أيام من 7 أكتوبر/تشرين الأول من العام الماضي، سافر الرئيس الأمريكي جو بايدن إلى إسرائيل وحذر الحكومة الإسرائيلية من أن لا تعميها مشاعر الغضب، وأن لا ترتكب الأخطاء نفسها التي ارتكبتها الولايات المتحدة بعد هجمات 11 سبتمبر/أيلول، وهي نصيحة لم يلتزم بها البيت الأبيض نفسه. إذ مكّنت الإدارة الأمريكية إسرائيل من التدمير المنهجي المتعمد لحياة الفلسطينيين وسبل عيشهم، من خلال تقديم دعم غير مشروط تقريبًا، بما في ذلك التزامها بتقديم 18 مليار دولار كمساعدات عسكرية للجيش الإسرائيلي، وتسليمه أكثر من 50,000 طن من المعدات العسكرية، واستخدام حق النقض ضد قرارات مجلس الأمن التابع للأمم المتحدة الداعية لوقف فوري لإطلاق النار.

بعد عام من إراقة الدماء، والدمار، وانعدام الاستقرار الذي عمّ المنطقة، لم يكن فشل السياسة الأمريكية لإدارة بايدن أكثر وضوحًا من أي وقت مضى. لقد فشلت الإدارة في تأمين وقف إطلاق النار، أو ضمان إطلاق سراح بقية الرهائن، وحتى في منع اندلاع حرب إقليمية. لقد فشلت الإدارة كذلك في ضمان الالتزام بمبادئ طوكيو، بما في ذلك حماية أراضي غزة، وإنهاء الحصار المفروض على القطاع، وإيقاف التهجير القسري للفلسطينيين. لقد فشلت الإدارة الأمريكية أيضًا في تطبيق واحترام القانون الأمريكي، فتجاهلت المناشدات والحجج الموثوقة التي ساقها أعضاء الكونغرس، ومنظمات المجتمع المدني، وبعض المسؤولين في الإدارة، الذين أكدوا ووثقوا كيف ينتهك سلوك إسرائيل في الحرب القانون الأمريكي. وأخيرًا، فقد فشلت الإدارة في تعزيز أهدافها الأكبر التي حددتها في استراتيجيتها للأمن القومي، مثل الحدّ من التوترات الإقليمية، وإنهاء النزاعات، وتعزيز التعاون بين دول المنطقة.

إن سياسة الرئيس بايدن تجسد نهجًا أمريكيًا فاشلًا مستمرًا منذ عقود، يتلخص في دعم الاحتلال الإسرائيلي غير القانوني للأراضي الفلسطينية منذ ما يقرب من 60 عامًا، وتوفير المساعدة للأنظمة الاستبدادية في الإقليم بحجة الاستقرار. لقد فعلت الولايات المتحدة ذلك في تناقض واضح مع المصالح الأمريكية والقانون الأمريكي الذي يلزم الرؤساء “بتشجيع وتعزيز زيادة احترام حقوق الإنسان والحريات الأساسية في جميع أنحاء العالم”. إننا في حاجة ماسة إلى تغيير شامل في سياسة الولايات المتحدة تجاه المنطقة، تغيير يرتكز حقًا على قيم الديمقراطية وحقوق الإنسان، مثلما وعدت هذه الإدارة أول الأمر. في الحد الأدنى، يجب على إدارة بايدن التوقف فورًا عن انتهاك قوانينها الخاصة بشأن نقل الأسلحة، ومحاسبة حكومة نتنياهو لتجاهلها الصارخ لحقوق الإنسان والمصالح الأمريكية في غزة ولبنان.
